John Watson MacNaught (Parliamentary Assistant to the Minister of Fisheries)

Liberal

Mr. J. Watson MacNaughi (Parliamentary Assistant to the Minister of Fisheries):

The

hon. member was kind enough to give me notice of his intention to ask this question. Representations have been received by the department from fishermen and other interested parties, urging that the smelt season in New Brunswick and Prince Edward Island be extended. Representations have also been made to me by the hon. members for Resti-gouche-Madawaska (Mr. Boucher), Northumberland, N.B. (Mr. McWilliam) and Kent, N.B. (Mr. Michaud).

Since the catch this year is substantially lower than in previous years, and since unusually mild weather has curtailed the fishing of smelts through the ice, it has been decided to extend the season in New Brunswick and Prince Edward Island for a period of two weeks, which will bring it up to and including February 28.

Right Hon. J. G. Gardiner (Minister of Agriculture):

I have received notice of the question, Mr. Speaker, and I presume what the hon. member refers to is not the Prairie Farm Assistance Act but the Prairie Farm Rehabilitation Act.

Mr. Gardiner:

But the Prairie Farm Assistance Act applies all over the settled portion of the province of Manitoba, and the Prairie Farm Rehabilitation Act does not.

Mr. Gardiner:

Maybe for the benefit of the hon. member I should say a little more. The question of a five-year program between the government of Manitoba and this government with regard to the interlake country has been under consideration for some time. The proposal was that they should spend an amount which would figure up to about $300,000 a year, for five years, and this government has considered the matter and has agreed to co-operate with the provincial government who will actually spend the money for this year. The amount they propose to spend this year is $300,000, of which $150,000 would be paid by this government.

May I

ask a question of the Minister of National Defence. What progress is being made in freeing the Long Branch rifle range for one or other civilian uses which are under consideration, or have been under consideration?
