The Export and Import Permits Act expires July 31 of this year, Mr. Speaker. The purpose of this bill is to extend the act for a further period of three years, and to modify it and amend it in the light of changed conditions.

When the act was originally passed in 1947 our primary concern was to control the movement of scarce commodities in order to ensure adequate supplies on the domestic market. We also controlled the movement of strategic materials. Over the years the need to control 83276-189J

supplies for the domestic market has decreased, but the need for strategic controls has actually increased, in view of the co-operation now existing between NATO countries to control the movement of strategic commodities to soviet bloc countries.

The main new section of this bill has to do with this control of strategic materials. These changes are listed on the attached statement.

Mr. Howe (Port Arthur):

The purpose of the amendment is to clarify the authority of the council as a corporate body to acquire funds from the conduct of its operations and to spend them. This is in line with the procedure of the past 27 years. It is, however, considered advisable to grant specific authority for these practices.

In addition, there are minor amendments concerning frequency of council meetings, signing authority, and the distribution of publications.
