I think that is a matter which might be considered when we are dealing with the bill. I would rather not get into that discussion on the resolution stage. There will be two divisions to the bill, one dealing with restrictions and the other dealing with compensation and I think that would be an opportune time to deal with this.

Is this bill in any sense a two-way street? The minister made it clear that it will impose restrictions upon property around airports but will it also impose restrictions upon aircraft flying over the area around an airport?
