The Minister of Justice read a letter from an official of the British drug trade. He apologized that the letter was a little bit out of date. It was dated 1937; it is only fourteen years out of date. They must have done a great deal of research to look up that letter of 1937 in which the -writer said that in England the number of outlets for proprietary medicines and drugs was increasing by about 8,000 to 9,000 a year. They suggested there should be some limitation upon those who sell these proprietary medicines, -and that there should be an -agreement with the manufacturers for the chemists of England, as they are called, to sell them.

The Minister of Justice then turned to us and said: Do we want that practice here? I say yes, Mr. Speaker. I think it would be a good practice that chemists or druggists only should be allowed to sell drugs and not the grocery store, the hardware store, the five and ten cent store, the chain store and all the other kinds of stores. Only drug stores should be allowed to sell drugs and medicines.

I rise on a question of privilege, Mr. Speaker. The hon. member for St. John's West mentioned the fact that his fellow member from Newfoundland-I cannot at the moment remember the name of the constituency-yesterday afternoon said he was reading from the report of the royal commission on the cost of living in Newfoundland, 1950. The hon. member for St. John's questioned the word of the hon. member who spoke yesterday afternoon.

I want to tell the house that I have in my hand a copy of chapter 10 of the report of the royal commission on the cost of living in Newfoundland, 1950, which deals with several aspects of distribution costs studied by the commission: (a) prices and resale price maintenance; (b) credit and instalment buying; (c) commission agents. The hon. member who made the statement yesterday afternoon kindly handed me the document. This is the document he read from and he handed it to me before he left, for my information. The hon. member was quite correct when he said he was reading from the report of the royal commission.
