Before this bill is read the second time, could the hon. member for Winnipeg South Centre (Mr. Maybank) say whether this bill adds to or subtracts from the province from which he and I come?

Mr. Ralph Maybank (Winnipeg South Centre):

The bill takes away a few feet from Manitoba. More or less jocularly I answered

Ontario-Manitoba Boundary the member for Peel (Mr. Graydon) one day, and told him it took some away frbm Ontario, but it is the other way about.

It arises from this fact, that there was a point established between the two provinces, a point at either end of the line. At a later time a survey was made from the lower point towards the higher point. When the surveyors got up to the point they were a little out of the way from the point that had been originally established. Now, the boundary commission made up of representatives of Ontario, of Manitoba and of the dominion desired to monument that line. It is very much easier to ask that this boundary as now set out in this bill be established and be monumented at a cost of $12,000, rather than go to the very great expense of resurveying to make sure at which place the particular point ought to be. That is about all there is to the bill.

It is only a few feet, at any rate. Then, of course, that makes one big triangular piece.

Mr. Maybank:

The provinces have indicated not merely their consent, but their desire. I do not think it has come in formally, but the act will not be proclaimed until the formal consent is in. It is for that reason the bill says it will come into force when proclaimed.
