It would appear from the questions that have been asked during the last few minutes that there is some criticism of the increase in this item. I would suggest that the only criticism which should be made is that, instead of increasing ten times it should have increased twenty or thirty. Hon. members should know that for many years such organizations as the Daughters of the Empire have been urging that we put on something in the nature of a program of citizenship education. Now, economy is all right in its way, but I submit there is little economy in cheeseparing on the education of our new citizens.

On this particular item. The hon. member over on the other side may think that this terrific increase in that particular item is justified. He may know something about it; but the statement he has just made certainly does not give us any more information. It is no trouble to agree with him that an educational program is necessary. But why that terrific jump in one item? The minister stated that three booklets were put out last year: "Our Land," "Our History" and "Our Geography". As a member of this house I have never seen one of them.

We should like to have a look at them. It may have been propaganda. There was an election last year. I know that when the Department of National Defence, the immigration department or any other department puts out any kind of publication, the members of the house are supplied with it. I know I have never seen one of these particular books. I should like to know why the department was hiding them or sending them out to a select group.

I should be glad to get one. This is a terrific increase. We are not objecting to it if the minister can justify it; but he has certainly not justified it to date. I know that he is not supposed to have the answers. I do not expect him to have them. But I expect his officials who are in front of him to have the answers. In 1946, 1947 and 1948 we were bringing in to this country about the same number of immigrants as we brought in last year. I think the quota stands at about 120,000 a year. If each year up to 1949 the expenditure of that department was $8,000, why the jump to $88,000 in 1949? The minister also states that there is an item of $5,000 for radio broadcasting. I think that is quite high for that department, which is a fairly small one. An expenditure of ihat kind, without any details given, is in my opinion certainly not in order. The officials of that department should have the answers. How many of these books were sent out? I am not satisfied. I am absolutely unsatisfied
