William Ross Macdonald (Deputy Speaker and Chair of Committees of the Whole of the House of Commons)
Liberal
Mr. Deputy Speaker:
When shall the bill be read the first time?
Subtopic: INCREASE OF GOVERNMENT CONTRIBUTION FROM $30 TO $40 PER MONTH
Mr. Deputy Speaker:
When shall the bill be read the first time?
Now.
Mr. Graydon:
Now; carried.
Motion agreed to and bill read the first time.
Mr. Martin moved
the second reading of the biU.
Mr. Knowles:
Mr. Speaker-
Mr. Deputy Speaker:
Mr. Martin has moved that this bill be now read the second time.
(Mr. Martin.)
Mr. Knowles:
Mr. Speaker-
Mr. Martin:
Might I suggest that we permit the bill to get into committee and then my hon. friend could make his speech.
Mr. Knowles:
That is all right.
Motion agreed to, bill read the second time and the house went into committee thereon, Mr. Golding in the chair. On section 1-Amount of dominion contribution.
Mr. Knowles:
Mr. Chairman, I think the way in which this house has shown its desire to make sure that this bill gets through is significant. It indicates clearly the universal support of hon. members for the proposal that something a great deal better should be done for our elder citizens. I am not surprised at the urgency my hon. friends to the right seem to be showing because it is time they did.
Mr. Green:
What about the speech I made on April 7?
Mr. Knowles:
The hon. member for Vancouver South is perfectly justified in dissociating himself from the position his party has taken on this matter.
Mr. Green:
I was speaking for my party.
Mr. Graydon:
Do not try to talk it out; let it go through.
Mr. Knowles:
My hon. friends to my right did not hesitate to take an hour and a half this afternoon to delay the business of the house by moving a purely political motion. I would also remind my friends to the right that a little over a month ago, on March 3 to be exact-
March 17.
Mr. Knowles:
No, on March 3-fifty of their members in the Ontario legislature voted against a motion which called upon the government of that province to make the $10 monthly supplement payable to all pensioners in Ontario. Among those who voted against that was the premier, Mr. Kennedy, who is the member for Peel.
The Deputy Chairman:
I think the hon. member is going beyond the proper limits of discussion.
Mr. Graydon:
He is making a political speech.
