I will undertake to provide a list of all contracts with the supplementary payments so that it will be available when my estimates are up for consideration. I will give reasons why these increases have been made. My hon. friend was going to speak about Langley Prairie. In that case I know that at present there are over three times as many boxes as there were previously.

Oh, yes, they had; because we have been doing this for three years. Three increases were given at different times during the war. I cannot remember a letter being received during the last two years in which a contractor said that he did not know he could apply for a supplement.

I should like to support the remarks of the hon. member for Red Deer with respect to renewals. I quite agree that when it is a question of only a few dollars difference in the tenders the efficiency of the service should be considered. That is necessary if you are going to have a sense of permanency in this rural courier service. I rose particularly to bring to the attention of the minister a matter that some rural mail couriers have pointed out to me. I understand that it is the practice of the Post Office Department to issue 25-year service buttons for continuous and good service, but I am told that these are not given to the rural mail couriers. In view of the excellent service that is rendered over a long period of years, sometimes under difficult conditions, I would ask the minister to consider giving these buttons to these couriers.

Mr. McLure:

It is stated that this amendment is to give a measure of security to those mail contractors who have rendered efficient service. Does that mean that we are going to do away entirely with the tender system? When a man's contract expires will he be notified that it will be renewed at the same price or will tenders be called for? I notice one contract for $800 with a bonus of $990, making a total of $1,790. The greatest discrimination is shown. I cannot see how there is going to be any security for the man who has a contract at the present time.

When a contract is about to expire the department writes to the man and asks if he wishes to renew his contract. If he does not, then we ask for tenders.
