If the hon. member will look at the vote he will see that there is a sum of $300,000 under the heading, "Fraser river, towards improvements". These improvements are a part of the different works that are to be done there. The object is to raise the north arm jetty to an elevation above high water level by the construction of a rock mound eight feet wide at the top, seven feet wide at the centre, over a brush mattress sixty feet wide by 8,775 feet long, with three pile marker dolphins at 200-foot intervals where required from station 208 to station 295, at an estimated cost of $800,000.

There is another project, namely, training walls or dikes. In the Sapperton bay area the construction of two open pile dikes, upstream dike 800 feet long, downstream 733 feet with a 200 foot wing, protected at ground level with rock mound with height one-third the depth of the water, at an estimated cost of $95,000.

The minister will recall that representations were made here by the parties using the north arm of the Fraser river. Those representations were submitted some months ago, and I have the resolution that was passed by the Vancouver board of trade on March 4 of this year. It reads:

That suitable added dredging equipment be made available to provide:

1. The maintenance of a deep sea channel of thirty feet in depth on the Fraser river from Port Mann on the main river to the gulf of Georgia and of sufficient width for the safe movement of 10,009-ton freighters.

2. On the north arm Fraser a channel of not less than ten feet at low tide and 150 feet wide from New Westminster to Marpole and from Marpole to the gulf of Georgia a channel of fifteen feet at low tide and1 300 feet wide.

Has the department accepted that plan and are steps being taken to dredge these channels as requested?

I received a delegation some months ago and I believe I have on file a copy of the resolution to which the

hon. member refers. When the request was made I was not convinced that everything in the resolution was justified, and I had my deputy go there about a month ago. He has met these people and investigated the request. At the time these estimates had been prepared and we did not add to them; but during the year, on the report of the deputy minister, we shall certainly make a further serious study of the request for that dredging.

Some dredging is being constantly done, but not on the scale on which these people would have us do it. Two courses might be followed, having another new' dredge or giving contracts. The deputy minister was out there for the special purpose of studying the situation, in the supplementary estimates we have estimated $800,000, and this year the sum of $350,000 is to be spent, so that in three years we shall finish it.

Is there included in this vote a sum sufficient to recondition the entire telephone system in the Peace River block, and, secondly, does the vote include money to recondition the line between Clayhurst and Dawson Creek? A third question is whether the work will be done forthwith. I should like to have the answers to these questions. If the minister will answer them I will shut up; if he does not, I will make a speech.
