Mr. Speaker, I take

exception to the reflections cast yesterday on one of my personal friends, the representative for Quebec county in the Quebec legislature, Mr. Rene Chaloult. The hon. member for Gaspe contends that Mr. Chaloult stated a falsehood when he said that immigration was organized on the largest scale under the government of Sir Wilfrid Laurier. I have here documents to prove that Mr. Chaloult was speaking the truth. I do not intend to quote all the figures mentioned by the hoh. member for Gaspe, but I will point out to him that in the period when Sir Wilfrid Laurier was prime minister of Canada,-from 1901 to 1911,-not only was immigration greater than at any other time in the history of the country ,and since confederation, but in that period 1,781,918 immigrants entered Canada, or nearly as many as during the fifty previous years.

If the hon. member for Gaspe cares to look at the immigration problem in a different light or to consider those statistics from a different angle, I shall not challenge his right to do so, but I contend that it was unfair of him to accuse in this house the hon. member who represents the constituency of Quebec in the provincial legislature of not speaking the truth.

May I, in closing, Mr. Speaker, offer a few suggestions conducive to national unity. Here, then, is what I propose. First, that the French-speaking ministers who make statements in this house use the mother tongue of the majority of their constituents as often as possible. Second, that standing order 47 prescribing that motions be read in French and English before discussion be respected from now on. Third, that members of the cabinet, at least those who can do so, answer in French questions which are put to them in French by members of this house. Furthermore, let the French version of committee reports be made available to Frenchspeaking members at the same time as the English version, instead of many months later, as at present.

Also provide hon. members with the French version of Hansard at the same time as with the English version. As matters now stand, the French edition almost invariably reaches us four or five hours after the English. Then require that those heads of branches whose jurisdiction extends throughout the country be bilingual.

Have bilingual posters and menus in the cafeteria or the restaurant. Make the signs on the grounds and around parliament hill bilingual also.

To my mind, Mr. Speaker, we shall learn to respect each other all the more if the federal parliament is given that true bilingual character which is provided for by the constitution.
