Mr. Speaker, I should like to address a question to the Minister of Transport, a copy of which has been delivered to him. Will the Department of Transport place the Scotia on the Borden-Tormentine run to assist the present ferry during exhibition week, and also during the busy fall season?

Mr. Speaker, the department

officials have given consideration to the placing of one or other of the Scotias on the strait of Northumberland during exhibition or old home week in Charlottetown, but the position with reference to the two Scotias is this. Scotia I is now in dry dock at Halifax, and will not be out for some two or three weeks. As soon as it is released, Scotia II, which is in need of extensive repairs, will have to go into dry dock and will not be released until the month of November. During the month of November the weather is so rough in the strait of Northumberland that the department officials think it would be dangerous to add either Scotia I or II to the present Prince Edward Island car ferry service. But in order to relieve the congestion that might arise during old home week it is proposed that the Prince Edward Island car ferry be used to its maximum

Aes, unfortunately, because this bill, while there may be some good points about it, is going to cost the Canadian people in the way of employment and progress untold amounts. Its cost will far outweigh the benefits to be derived from it. The simple question that I asked the minister was, if the Canadian acquires these United States securities through the sale of Canadian assets in the United States-he is not drawing on the funds which the board has in funds in the pool-

My hon. friend knows that the foreign exchange control board will not allow a Canadian who goes to the United States to export his Canadian capital to that country unless a permit is granted.

Because of the prescience of the individual in looking after his old age he has provided himself with funds at no cost to the board. He has in no way interfered with the board. What I am asking the minister is, in what way has the transaction which I have outlined interfered' with the amount of United States funds which would otherwise be available?

Again the short answer is that the Canadian who sells Canadian securities in New York and buys United States securities has increased the over-all debit balance of Canada to the United States, if he then moves to the United States.
