Mr. COLDWELL:

Let me remind my hon. friends that that was used not only to give assistance to the provinces in providing relief, but in using the mounted police of this country in cities, where they had no right to enter without direct instructions from the provincial governments, to cause conditions in those cities which I think everyone who lives in them regrets to-day. I am thinking of Regina on July 1, 1935, when the boys who were asking for bread were fed tear-gas bombs. I know something about these things, and I am going to remind the house of them tonight.

Let us take another look at this act, which reads as follows:

This Act may be cited as the Unemployment and Farm Relief Act, 1931.

There may be paid out of the consolidated revenue fund such moneys as the governor in council in his discretion may deem expedient to expend for relieving distress, providing employment, and maintaining within the competence of parliament peace, order and good government throughout Canada.

The widest possible powers which could be conferred by parliament upon any government were conferred by this act to which I am giving some attention; and then without-

There is no stronger language contained in any measure which was ever adopted by any parliament than what is contained in this particular measure.
