I should like to direct a question to the Minister of Finance based on a letter which I have received from the attorney general for Manitoba respecting order in council P.C. 3376, of May 29, 1944. This was the order in council that, amongst other things, raised the ceiling on the total income of old age pensioners. In the letter that I have from the attorney general he says that Manitoba has indicated1 its readiness to agree to the higher ceiling but that they are advised that it will not come into effect until the order in council has been published by this government in the Canada Gazette. I am told that they are, therefore, awaiting its publication. Could the minister tell me whether it has yet been published in the Gazette, or if not, whether it will be shortly?

Mr. Speaker, I do not know whether the order in council has been published or not. I cannot think of any reason why it should not be published. We have been negotiating agreements with all the provinces, and the effective date, according to my recollection, is to be April 1, or such later date as any province may desire. I will look into the question of publication in the Canada Gazette and advise my hon. friend. Perhaps I do not need to do so in the house.

I shall send the minister the letter I have from the attorney general for Manitoba, It includes a quotation from a letter written by the minister in which he said that the amendments to the regulations would come into effect on the date of publication in the Gazette. Fie said also that he would advise Manitoba when this had been done.

Mr. ST. LAURENT: I believe there has been some misunderstanding because there are two Jacques, Jacques Sauriol and Jacques Dumoulin. I have stated on two occasions that the statements attributed to Jacques Sauriol were being investigated and they are being investigated, but I never made a statement with respect to words which were attributed to Jacques Dumoulin-
