Mr. Speaker, on a question of privilege; since we are having a field day, I have one of my own. On the first day of December last, as a law-abiding citizen of Canada I had occasion to go to the United States. I had diligently prepared myself with a passport and a permit from the foreign exchange control board. I carried in my pocket, as I have since August, 1940, my national registration certificate. At the border a very courteous young customs officer, whom I know very well and whom I am glad to call my friend, approached me, asked me for the paper given to me by the foreign exchange control board, and demanded my registration certificate. I asked him under what authority he acted1. He said he did not know, but those were his instructions. Not wishing to have an altercation with him I gave it to him. It has never been returned to me. I am now a lawbreaker in this country and liable to be taken at any time by the mounted police and run into the calaboose on Nicholas street by reason

of some order of this government over here, which so regiments our lives as to make us lawbreakers willy-nilly. When am I going to get back my national registration certificate?

I want an answer. I want to know from the responsible officer of this government when I am going to be put in order as a law-abiding citizen.

I want to know what right there was to take away from me my national registration certificate and make me willy-nilly a lawbreaker.

I have been going around the country in fear and trembling lest some mounted policeman take me by the neck and demand my registration certificate or in default put me in gaol.

I want an answer from the government.

To that extent the department I represent is in the clear, and I suggest to my hon. friend that if he goes to the Minister of National Revenue and gives the date and the name of the polite customs officer who kept his registration certificate, the Minister of National Revenue will endeavour to get it back, and if in the meantime it should have been lost, I ami sure there will be some way of getting the necessary authority to issue my hon. friend a new national registration certificate.
