Yes. They would probably get in touch with the provincial A.R.P. officer. The municipal authorities dealing with this work, say in the city of Toronto, would get in touch with that officer. If he, after consultation with the attorney general, who is in charge of the matter, thought it was a federal responsibility, we would be asked immediately to supply the equipment, and in all likelihood that equipment would be issued.

through, is it entirely under provincial jurisdiction as to what equipment will be supplied to the local groups in the various municipalities, or does the federal government come through with certain recommendations? Who is definitely responsible for the type of equipment that is being bought; and what supervision does the federal government exercise?

From our experience certain equipment has been supplied, and perhaps if I name that equipment it will answer my hon. friend's question: Badges and arm bands; crutches; first aid haversacks complete with eleven articles; first aid kit boxes complete with twenty articles; first aid pouches; metal stretchers; protective clothing; splints; rubber knee boots; tarpaulins; gas masks and carriers for instructional purposes. These are some of the items. Other types of equipment, such as those mentioned by the hon. member for Vancouver South, have not yet been supplied by this government, but that is a matter for discussion with the various provinces.

There have been several trial black-outs. I do not think they have had any on the Pacific coast as yet, but that is entirely a matter for the local authorities to decide, as a rule after consultation with the officers of the Department of National Defence in the area concerned, when they are sufficiently well equipped to have a black-out arranged. I think my hon. friend will find certain procedure set out in sections 32 and 33 of the defence of Canada regulations. The officer commanding the area or district would be interviewed by the chief provincial A.R.P. officer, and the air force and other defence services probably would cooperate in staging any such black-out.

Just Doctor Gliddon and whatever secretarial staff he may have. Recently, for purposes of inspection, Colonel Snell, who of course is a high officer in the St. John ambulance corps, accompanied Doctor Gliddon across Canada to interview the authorities in. the various districts I have mentioned.

A grant of $5,000 was made by this government to the government of New Brunswick, and, after some considerable delay, action was taken to organize air raid precaution work in that province. I should like to pay a tribute to the former mayor of the city of Saint John for the work he did in connection with this matter.
