Mr. CRERAR:

Not in its entirety, but

a portion of it will be spent on hard surfacing the road which was partly constructed last year from Blaine to Vancouver. Hon. members from British Columbia will recall that last year provision was made for a start on that road. The existing road was winding and narrow and dangerous in heavy traffic. Last year a new road was started and several miles of grading done. This season we expect that the hard surfacing of these sections will be completed.

Mr. CRERAR:

I could not say at the

moment. Probably a considerable amount will be used for that purpose. There can be little doubt, according to the information which I have been able to get, that at the present time it is a very important piece of road from the point of view of getting tourist business into British Columbia. I do not know very much about the details, but the road from the international boundary into Vancouver is probably one of the most heavily travelled roads in Canada.

Mr. BARBER:

I do not dispute that at

all. But last year I drew to the attention of the minister the outlet from Huntingdon, which I believe to-day is the fifth largest port of entry in Canada. It is necessary to construct only a mile or a mile and a half of road to connect that outlet with the trans-Canada highway. As I pointed out at that time, tourists coming into Canada must travel over a gravel road around a block or two, a distance of several miles, before they can get to the highway. Some years ago surveys were made and a line run direct through to the trans-Canada, requiring only the construction of a little over a mile of highway. Considerable traffic would take advantage of the road. In spite of the obstacle existing in the condition of the present road, there is to-day a large amount of traffic. Last year when I brought this to the attention of the minister he promised that he would look into it. At that time I sought information as to whether it had been recommended by the provincial government; I should like to know whether the minister is aware of any proposed 71492-298

program by the provincial government, and if there is, whether it will include this highway.

Mr. CRERAR:

We have not yet received the program for this year from the provincial government. A year ago the total appropriation by the federal government in this vote was $1,750,000. The increased appropriation places, of course, more money at the disposal of the province. Whether they will submit the project to which my hon. friend has referred, I cannot say, but I give him the assurance that we shall bring it to the attention of the provincial authorities as a project which we think should be examined.

Mr. ESLING:

I commend the minister for the activity which has been shown in the construction of this Big Bend highway. It will complete the northern connection from the national parks into Vancouver. This highway, however, is being constructed exclusively by the federal government; it is not on a dollar for dollar basis. In this vote is included the amount for the approach to the national parks from Kingsgate. Would the minister tell us what portion of the $505,000 representing this item will go towards the construction of the Big Bend highway and what portion towards the construction of the approaches from Kingagate?

No. As I said a moment ago, the procedure is that a province submits to the department the projects which it
