Mr. QUELCH:

With regard to subsection 1, paragraph (d), would the minister define a little more clearly " cultivated land "? The paragraph says, "which land has not reverted to natural prairie." For instance, does it mean land which has been cultivated immediately prior to this year or to the emergency year, or land which was cultivated several years prior to this year? [DOT]

Mr. GARDINER:

It means any land which is cultivated prior to this year. Land cultivated this year merely for the purpose of getting the allowance would not be allowed to come within the terms of the legislation.

Mr. QUELCH:

What about land in the drought area which has gone back to Russian thistle, land formerly cultivated which has not gone back to grass? The custom in the spring is to burn the Russian thistle off and sow the land to grain. I refer to any land covered with Russian thistle which in the past has been cultivated; will that be eligible for the bonus?

But I am inquiring about land which has gone back to Russian thistle, because in the constituency I represent there are thousands of acres in that condition.

Anything which has been allowed to remain uncultivated, which means

that it is in the process of going back to prairie, would not come under this legislation if it had not been cultivated for one year.

There is a great deal of land in the south central parts of Saskatchewan which is in Russian thistle, land which has not seen a plough for two or three years. Would that be included?
