Mr. MANION:

Apparently the Postmaster-general is getting ready with his estimates. I do not want it understood that the estimates of the Post Office Department have been brought in for the first time without a little discussion. We have allowed one department in; I do not like to hold up the new minister, but at the same time I do not think he should count himself in at the present time.
