Mr. LAWSON:

Will the minister be good enough to make an explanation of this item? There seems to be some change in the classification of appraisers-either that, or there is a large increase in salaries. About one-third of the way down on page 138 there are items of S4,000, $16,000 and $19,000, in round figures, in the estimates for 1939-40. Then there is an item of $10,260 in the estimates for 193839, which does not appear in the figures for the ensuing year. Do those relate to the same subject matter?

Yes; there has been a reclassification, which means that there are fewer customs reviewing appraisers, and therefore a decrease under that item. There are more dominion customs appraisers, and therefore an increase under those items. Unless there is some offsetting decrease elsewhere, which at the moment I do not see, there has been apparently a net increase.

Apparently the increase is in the neighbourhood of $30,000. That seems extraordinary in one year, by a mere reclassification, unless there are a great many more appraisers.

transfers from other classifications. For instance, lower down on the page there is a decrease of seventeen customs reviewing appraisers, grade 1. That is about three-quarters of the way down the page.

There has been an increase in salaries for the appraisers branch. The authorized compensation for 1938-39 was $151,965.
