The leader of the opposition suggested the desirability of publication in the Canada Gazette of certain of the regulations covered by this section, and I therefore will ask my colleague to move that subsection 2 of section 9 be amended by adding thereto, at the end thereof, the following words:

and all such orders and regulations as are of general application or abstracts thereof shall be published in the Canada Gazette.

The object is a widely diffused knowledge of what is going on under the act.

I think it is quite in

keeping with the practice that has been followed under these acts for the relief of unemployment, that the orders in council or summaries thereof should be published shortly after they are passed when the house is not in session, and laid on the table of the house when the house is in session. Perhaps it might be well to add that a copy shall be laid on the table of the house.

This section was left

standing because of the suggestion that it would be desirable to have the year made the calendar year instead of the fiscal year. I find that that would be very helpful to the Department of Finance, as in fact it would in connection with other matters requiring reports to parliament, if the year were the calendar year instead of the fiscal year, having regard to the time the house usually meets. I shall ask my colleague to move an amendment:

That section 10 be amended by striking out the word "fiscal" in line 34 on page 3 of the bill and substituting therefor the word "calendar."

All regulations should be tabled here, in a report. If it is desirable I am quite willing to consider an amendment to make that certain. But to my mind a report would be incomplete and would not give parliament a chance to understand the basis of operation unless it included all regulations.
