The officers intimate that it is impossible to tell definitely what repairs will be required during the year, and the amount of wages to be paid depends on the length of the operating season, which is governed by weather conditions. No list has been prepared of the works to be undertaken.

Apparently the minister is not prepared to treat each province separately. I have no objection to the item, but I think it would be better if we had each province separate.

Mr. CARDIN:

The suggestion of my hon. friend no doubt has some merit, but the vote has been carried in this way for a number of years and has worked out satisfactorily. Each province is considered on its merits, and the amounts spent in each province are practically equal. Probably the reason for having the provinces coupled together was that there would be fewer items of a similar kind in the estimates.
