Is the rate of commission set by the department in Ottawa or by the postmaster of the city in which the sub-post office is located?

Mr. ELLIOTT (Middlesex):

The minimum is $100. Then there is a commission of 70 per cent on the first $1,000. There is 50 per cent on that part of the money order commission collected from the public and included in the revenue from $1,000 to $10,000; there is 30 per cent on the postage stamp revenue from $1,000 to $10,000, and 20 per cent on anything over $10,000.
