I stated that at any rate we were making a beginning in tackling this problem. The hon. member for West Lambton (Mr. Gray) has said that we ought to investigate this matter further before doing anything, but that is provided for in the bill. We are doing all that he wishes us to do and we are making a beginning with a scheme to provide new houses in this country.

The hon. member for North Waterloo (Mr. Euler) says that the insurance and loan companies will not lend any money under this scheme, but I may say to him that private conversations have been held between officials of the government and representatives of some of these companies and they would show the hon. gentleman to 'be entirely mistaken in his opinion.

Sir GEORGE PERLEY:

The hon. member for North Winnipeg (Mr. Heaps) stated that the city of Winnipeg or any other city could not take advantage of this scheme. It would be quite simple after eighty per cent had been provided by other sources for a municipality to make arrangements for the other twenty per cent in order to take advantage of the hill. The hon. member for West Lambton suggests that the bill is of doubtful validity, but I do not think he was in earnest when he made that statement. Apparently he was trying to tie it up to the arguments made by the opposition in connection with other bills which we have brought down this session. In order to fortify his argument he quoted the words, "subject to the jurisdiction of parliament " which appear in the bill, but that was hardly fair. Those words were put in to show that we gave authority to any company under the jurisdiction of parliament to lend a larger amount of money than it previously had authority to do.

in the bill. We would not attempt to give authority to any provincial company such as we would give to a company under the jurisdiction of parliament.

A lot of the

criticism to-night has been on the ground that we were not going far enough and that this matter should have further consideration. We are going to give the problem further consideration but we hope we are starting a scheme which will be very beneficial. We are making a start and we hope that the matter will be given further consideration by the economic council and also by parliament when it resumes its sittings. I noticed the other day that there was a long discussion in the British house with regard to housing. Mr. Geoffrey Shakespeare being in charge of the bill. He detailed the achievements of his department, which included a large rehousing scheme. Mr. Greenwood, who had brought in the first housing scheme, was there at the time and expressed the view that the old bill was a far better one. When I come back twenty years from now and see my hon. friend from West Middlesex here in the house, with a new housing scheme going a great deal further, and when I listen to him, I shall probably say, as this gentleman did, "I think the bill we brought in years ago was a far better one." This is not a simple question and must be considerd quietly and slowly. As the years go by progress will be made in the direction of better housing facilities in this country.

Motion agreed to and the house went into committee, Mr. Smith (Cumberland) in the chair.

In introducing the bill the

minister gave certain information. In view of what he has said I think the committee is entitled to more information than he gave a few minutes ago. He referred to certain conversations with several of the mortgage companies, who were prepared to lend money under the existing terms. I had that impression from the minister, but if I am wrong I want to be corrected.

What I intended to say and hope I did say was that there had been conversations between representatives of some of the insurance and loan companies and officials of the department with regard to the possibility of making arrangements under this bill as it reads.
