Mr. Speaker, it is not my intention to speak at any great length on the second reading of this bill, because there will no doubt be ample opportunity to make any observations that I think it necessary to make when the bill is before the committee. It might not be amiss, however, for me to give a very brief review of the history of the marketing of natural products throughout the dominion from the beginning down to the present time, as it will serve to show why we have felt it necessary to introduce this bill. It is for the purpose of remedying some of the conditions that now exist in the marketing of natural products, and which we do not feel are in the interests of the producer.
