In the reorganization of this branch a saving of something like $300,000 has been made chiefly by combining six branches into three and consolidating the services so that officials have a freer hand to do work which is not so closely defined as hitherto has been the case. There has been practically no reduction of service except in connection with cow testing, which is different from R.O.P. testing. The

provinces agreed that they should undertake cow testing, which gave us an opportunity to make further efforts in connection with R.O.P. testing. We have had many comments to the effect that this reorganization has improved the services given.

We tried out the

policy of regional fairs at first by having one fair in each province and the results were satisfactory. The following year we allotted the grant to a different fair in each province. The satisfaction expressed especially by farmers was such that last year we offered regional grants to all so-called class B fairs except in cases where such interfered with provincial plans. As I said before the farmers felt that the fairs had had a very good effect in stimulating people other than professional show people to exhibit.
