The engineer's report states:

This wharf has been previously reported on and as a result of an examination made a few days ago, I would state that the reconstruction of the superstructure is imperative if this section of the harbour is to be utilized by vessels.

The esplanade is owned by the town of Cobourg and when in good condition is extensively used by the passengers going to and returning from the car ferries. The number of passengers averages about 300 per day during the summer months.

In time of storm on lake Ontario, vessels in shelter in Cobourg harbour tie up to the esplanade wharf and the car ferries also make use of it as a tying up place when not in use.
