Mr. BENNETT:

I take it that the motion refers to whoever was Minister of Finance. That is too small an observation for the Minister of Finance of this country to make; it is entirely out of keeping with the dignity of the office, but it is quite what we might expect.

There are many positions which are exempted from the Civil Service Act. Does the hon. member ask for a list of all persons who do not come under the act?

I did not

have reference to such positions as labourers, charwomen, or anything of that kind, but rather to those positions which may have been filled outside of the service.

Mr. ROBB:

The Income Tax Act contains certain provisions with regard to secrecy, and I am not sure whether this resolution would come under those clauses. In the absence of the minister, would the hon. member permit this motion to stand so that it may be looked into?

Motion stands.
