Mr. LUCAS:

I move to amend paragraph

(a) of section 140 by adding after the word "owner" in the 14th line the words "which shall be on a separate form." I understood that when we were in committee discussing this section that was agreed to, but whether its omission was an oversight or not I am not prepared to say. This will mean that when the owner, agrees to have his grain go to a private elevator, and he gives a written consent it will be on a separate form, so that he will know exactly what he is signing. This section says:

Except where grain is shipped to a private terminal elevator with the written consent of the owner.

Very often the consent appears in small print along with something else, and the owner does not know what he is signing, but if this is on a separate form his attention will be called to it and he will know what he is signing.
