Yes I can give them. The number in 1922 was 792, and in 1923 , 857, a total of 1,649. The proportion of the 1924 figure-625-which would take place prior to the 20th of August was 399, a grand total of 2,048.

That was the line the

Prime Minister went on by way of reply. He would assume that R. G. Dun and Company did not know what a factory is and took into account concerns so small that they should not be counted. Well, I would rather fancy that R G. Dun and Company, in making up their statistics, would make them up on such a basis that they would mean something, not mean nothing.

I do not know what the basis is, but I do know that the United States are taken on precisely the same basis by the same firm, and the United States in the last three years had an average failure of manufacturing concerns of 44.3 peT million while we had 84 per million, almost twice the number.

Mr. MEIGHEN:

Yes, I think I can tell

the House. The usual cause is lack of money, owing to lack of business. I know we had lately a lesson in economics from the Minister of Justice (Mr. Lapointe); he read some figures to show that these failures were not due to the tariff at all. He read figures to show that several hundred were due to "want of capital." Well, I wonder why they "wanted" the capital? If the industry were flourishing, would capital be wanting? If the business were there, would the capital not be obtainable? Most industries fail for lack of capital. But why is capital lacking? Capital is lacking because government policy has reduced them to a state where they cannot get the money.
