Mr. McQUARRIE:

I was dealing only

with dairying. I purposely left out the general questions pertaining to the discontinuance of this grant because I expect to take them up later, and I gave only the items under the head of dairying. As I understood it, this was a matter in which the Dominion was assuming exclusive control. Now what is the Dominion doing?

Mr. MOTHERWELL; Of course, we could not withdraw the grant and give it at the same time. If we withdraw it, we withdraw it, and the provinces I think will assume the more important features of the work with respect to dairying and everything else. There was a lot of good work done under that act, and the provinces will find the money, no doubt, to carry on the more important part of the work.

That is just guesswork. Has there been any arrangement effected with the provinces in regard to dairying? If there has, I think the committee should know about it.

Mr. McQUARRIE:

It seems to me that

you are assuming the responsibility in connection with dairying, and you appear to be doing it. You are interested in improving the quality of Canadian butter. Surely the government should be responsible for continuing the assistance which was previously given in this connection. Am I to understand that no arrangement has been made with the provinces at all?
