We wrestled with it a good many times in the committee and 1 do not think it is exactly m the shape the executive council left it. The Agricultural committee mutilated it and possibly t phraseology is not what it should be. 1 rather like the amendment suggested by my hon. friend and if he will be good enough to draft it I shall accept it.
