This vote is required
to complete the contract let to the Border Cities Construction Company for the reconstruction of 227 feet of superstructure of the west pier; also to complete the contract for the construction of a close-faced sheet-pile wall, 320 feet long, and for general repairs to the decking on both piers.

You are asking for more than the amount of the contract.
Mr. McCURDY:
In addition to the
contract price there are certain charges that have to be carried, such as inspection, advertising, and other contingencies that are always connected with a work of this character. The engineers in their estimates always include a percentage for contingencies that may develop during construction.
Mr. PARDEE:
Is not the inspection
done by the officers of the department?
Mr. McCURDY:
No. As a rule on works of this kind outside inspectors are engaged.
Mr. PARDEE:
Somebody in the locality, I suppose?
Mr. McCURDY:
Yes. All these works come under the direction of the district engineers, who have a general supervision over the work, but somebody has to be there all the time to check materials, and so forth.
Mr. PARDEE:
Are these inspectors appointed by the Civil Service Commission?
Mr. McCURDY:
Yes.

Does my hon.
friend mean to say that the district engineer names a local inspector, who then has to be appointed by the Civil Service Commission?

Mr. McCURDY:
This revote is required to remove the old rotted superstructure and reconstruct with concrete the remainder of the wharf, consisting of the outer 115 feet by 20 feet, and the headblock 100 feet by 25 feet.
