Mr. ROWELL:

I believe our national system of railways is in that position now. I know there has been no political interference with appointments since the Canadian National Railway system was turned over to the board of management. I know that so far as I am concerned I have never been consulted with reference to a single appointment, and I am quite satisfied that is equally true so far as my colleagues are concerned.

My hon. friends cannot believe but that if they were in power they would be exercising this political and party control. Therefore, they cannot give others the credit for not exercising it. This Government has deliberately divested itself of patronage by the Civil Service Act.
