Mr. SCHAFFNER, I did not say anything about jack rabbits.

Mr. FISHER, I do not know whether it matters very much whether they were jack rabbits or rabbit skins. My hon. friend from Qu'Appelle (Mr. Lake) has referred to a matter which justifies my action. During the taking of the census of 1906 a gentleman called Mr. Moberley was recommended as a guide to take some enumerator away to the north part of the country. I did not know Mr. Moberley from Adam. I took the recommendation. I cannot remember at the moment who made it. It was certainly not

No, I would not. But, as a matter of fact I found out after that Mr. Moberley had been concerned in some fraudulent transaction in connection with an election.

Mr. FISHER.

I do not remember what the offence was. If the hon. member for Qu'Appelle can tell me I will accept the statement from him, (because I do not think he would make a statement which is not correct, but I do not remember what the offence was. It was. sufficient that when my attention was drawn to it I immediately recalled him, I did not allow him to have anything to do with the taking of the census, and if to-day I find that anybody is connected with the takirfg of this census who has been guilty of any improper practice, and has been convicted, therefor, or who is shown to me to be guilty of having acted in an improper way, I shall immediately cancel his appointment and recall him as I did Mr. Moberley from the far north. Moberley and those who were with him had started, had gone beyond the range of civilization, and I sent a special officer from the Mounted Police to

cancel his appointment, to make him give up his papers and to take another man, and put in his place.

I do not remember Mober-ley's offence. The offence I took as being a trivial one was that quoted in the letter read by the hon. member for Macdonald.

I did not know that the men he referred to included Moberley.

I might advise the minister that this man Moberly had made^ an application to the returning officer, Sinclair to have three polls opened in the north. The three men who went to the north were McLeod, Sutherland and Neil-son, but it was Moberley who arranged the whole affair. He was the ringleader.

I may have been mistaken, and, therefore, my statement of its being a trivial offence may not have been correct, but my impression was that these men were fined because they had not opened their polls at the right hour.

I gathered that it was a matter connected with the opening of a poll. It depends altogether upon what the facts are, which I do not pretend to know.
