A board of investigation was appointed to inquire, and presented its report, but the report was not accepted by the employees. Later on, the deputy minister of the department made a full report on the matter, and what he stated has since turned out to be correct-the strike has been declared off, and the men have returned on conditions as they existed at the time the award was given.

This virtually carries out the purpose of the resolution introduced by the hon. member for Wellington (Mr. Guthrie). It is to appoint a commission to inquire into the needs for the promotion of industrial training in the Dominion, and to give power to the commissioners to visit other countries with a view to ascertaining the manner in which these countries have developed technical training.

The United States, Great Britain, France, Germany, and if it should appear that it would be of advantage to the commission to visit any other European countries in that connection, they would have liberty to do so.

When the money has been appropriated steps will be taken to appoint the commission forthwith, and it is altogether probable the commission will require a considerable period in which to carry on its work. It will not be possible to conclude its labours in less than a year.
