I understand that there is quite an important farming and lumbering district in the vicinity of Massett, and that this place is likely to become of considerable importance. The wharf is urgently asked for and it is expected that this $3,000 will complete it.

This is to remove two large ledges at the outlet of Nitinat lake. One of these rocks is bare at low tide and the other is quite close to the surface. They form a menace to navigation and it is regarded as very desirable that they should be removed. This can only be done by blasting and we estimate that it will take about $5,000 to do the work. We shall have to remove from the large rock over 10,000 cubic feet and from the small rock 4,500 feet, representing a total of 540 cubic yards. We estimate the cost at about $10 per cubic yard, or a total of the amount we are asking.

This is for the purpose of building a small wharf at Nootka, -where there is a large marble quarry, and machinery has been installed for manufacturing marble. The wharf is needed in connection with that business, and for general traffic purposes.

This amount, it is supposed, will be sufficient to build the wharf at the mouth of the Skeena river. There are some fifty farms located on Porcher island, and the wharf is required to assist the farmers in getting in their supplies and merchandise, and in getting out their produce.

Queen Charlotte city is on one of the Queen Charlotte islands. It is supposed this amount will be sufficient to build the wharf. Queen Charlotte city is quite close to extensive coal and copper mines, and there are also extensive forests in the vicinity. I think there are about 100 men already employed there, and my information is that large developments are going on.

I think these wharfs are quite necessary on Queen Charlotte island, but I wish to call the attention of the government to the fact that the building of these wharfs is really facilitating the entry into British Columbia of immigrants, not only under the Immigration Act, but under the Chinese Immigration Act, contrary to the rules and condition of those two Acts. I know that the matter is scarcely relevant to this item, but I wished to call the attention of the government to these facts.

Even though by possibility immigrants might arrive at British Columbia at other ports than Vancouver, I would not suppose my hon. friend would seriously object to public improvements being made in other places by reason of that possibility. Of course, if immigrants come into British Columbia at other points, there will be the necessary officials present to examine them, and turn them back if they are not entitled to come in. But it would not do to impede the development of other sections of British Columbia simply because some extra precautions might need to be taken to prevent the entry-of undesirable immigrants.

quite proper. But I think that the construction of these wharfs should go hand in hand with some provision to prevent the violation of these Acts by the entry over these wharfs into British Columbia of immigrants who do not comply with the conditions of those Acts.

Explain how they violate the Act. My hon. friend seems to object to the building of a wharf on Queen Charlotte island, because thereby there might be a violation of an Act with regard to immigration. I want my hon. friend to explain how the building of a wharf at any point in British Columbia is going to permit or encourage the violation of any Act whatever.
