There was a question raised in the committee with respect to this Bill. And the Railway Committee was unanimous, that the only possible way to

deal with the Bill along the line suggested by that committee was to report the fact to the House and let the Committee of the Whole House deal with it.

For the particular understanding of the situation I think I should read what appears in the the report of the Railway Committee.

In accordance with the requirements of rule 105, your committee call the attention of the House to an amendment which they have inserted in the last mentioned Bill authorizing the Canadian Northern Railway Company to construct a line of railway from a point on its constructed line at or near Sudbury, southwesterly to a point at or near Little Current, as such provision does not appear to have been contemplated in the notice or petition for the Bill as reported upon by the examiner of petitions for private Bills.

I have no objection to the Bill going through. I was not in the Railway Committee and do not know what was said there, but I do not think we should exercise some extraordinary powers here to-night with respect to a case where there is no notice, if our action is to be cited as a precedent on some other Bill. That is all the objection I have. If it be distinctly understood that it should not be quoted as an authority hereafter, I have no objection.
