In connection with the expenditure, I find in the Auditor General's Report, V-77, an item, 'purchase price of additional land for 'site. J. H. Kern.' The other day a question was asked regarding the terminals. Kern, it appears, was the man from whom these terminals were purchased. He was planted in there at a very convenient time between the former owner and the government, and Mr. PUGSLEY.

the report was that he got a rake-off of $122,000. This man Kern is a very agile person. We find that he is transplanted here between the owner and the former owner of the land in the purchase of the site of this warehouse. Is this the same Kern mentioned in the other case from whom the land was purchased for the terminals ?

$35,000 paid to Kern is a pretty considerable item. There will be a chance for a benefit to him here in addition to the benefit he got from the other transaction. When the government have such reliable inspectors and agents, it will be proper to call this matter to the attention of the inspector. I may tell the minister, for his information, that this Mr. Kern is not there for his sole benefit. The people of Winnipeg know, or soon will know that either the government or some friend of the government, or some mutual friend of the government and Mr. Kern succeeded in putting him in there as a stool pigeon for a certain purpose, and perhaps not the most laudable purpose.
