It is built of brick- 41 by 35 feet, two and a half storys high.

When were the horses added to the college?
Mr. PUGSLEY.
They are to be taken from the horse artillery.

What are the salaries of these 22 stablemen?
Mr. PUGSLEY.
The sergeants about $1.65 and the men $1.50 per day.

Do they receive their rations? Mr. PUGSLEY. Yes.

Then there has just been a detachment of artillery moved to the barracks?
Mr. PUGSLEY.
Yes, with their horses, to instruct the cadets.

Will they be on the pay of the Royal College?
Mr. PUGSLEY.
That is a matter for the Minister of Militia to decide.

I do not think that any opposition would be made to the erection of these buildings at Kingston if we were satisfied that they were intended for permanent barrack purposes and could be readily used at any time to accommodate from 500 to 2,000 men. But on looking over the plans I find that they have all been built with the view of the one purpose to which they are being put, and there is no reason why such expensive buildings should have been erected. I do not say that the Minister of Public Works is so much to blame because he has a lot to bear on his shoulders, but I trust that when anything of this description comes up again he will see that any building of this kind of a permanent character should be erected with a view of being utilized for general purposes of the barracks or police or quarters for the men. These are not intended for that purpose, but only for the one use, and while I would like to see the men have good quarters, I do not think the country should be charged to provide such luxurious quarters for men whose pay is so low.
Kingston Veterinary Hospital, $15,000.

Is that accommodation for the stables?
Mr. PUGSLEY.
Yes, it is a hospital for the horse artillery.
Mr. S. SHARPE.
Are you building a mansion of $15,000 for this purpose?
Mr. PUGSLEY.
That is what it costs.

Are we to understand that there are only 25 horses to be accommodated after all this outlay, and of course that $15,000 will not finish the building?
