I may be able to give a programme of what it is intended to do, and which will show how well the work has been done. I do not claim credit for that, because they were prepared three or four years ago partly by the Public Works Department and partly by the Department of Railways and Canals; but the Department of Marine and Fisheries carried on the work last season.
