The reason the estimate has been exceeded is that the channel has very much widened at both the upper and the lower entrance, further than was intended. That was found to be necessary. The cost ef dredging also has been exceeded. My hon. friend knows that wages have very materially increased since 1902.

Our contracts contain clauses with respect to Canadian labour and wages. It becomes a serious matter sometimes, if an American tender is away down, perhaps half of what the lowest Canadian tender is. It would be problematical wliat should be done. My own inclination under these circumstances would be to give the lowest Canadian tender the benefit. But it is a question of dollars and cents.

The hon. gentleman will remember that, when the Grand Trunk Pacific Bill was going through, he did not hesitate to see that a clause was put in the Bill that contracts must be let entirely to Canadians, although that measure involved a very large expenditure. Yet in regard to these contracts, when there is no question about Canadians having the plant, he seems to have changed his mind entirely, because Mr. BOYCE.

he is now willing to give these contracts to Americans. He stated that he would give the contract to the lowest tenderer.

I beg the hon. gentleman's pardon. I said my inclination would be to give it to a Canadian, even though the lowest tender was very much below his. I am speaking of my own judgment in this matter. Each case mast be governed by the circumstance's which surround it. That question is not involved in this vote, because all these are Canadian contractors.

The work on the original contract is about completed, but the contractors have been required to do some extra work, some portion of it being the construction of a road across the fourth concession of the township of Eldon, and this road has two bridges on It.
