The Toronto ' Daily Star,' a paper which is owned by the hon. Postmaster General and is his own organ.

Sir WILLIAM, MULOCK. The hon. gentleman need not take my word for it, but I will say that his statement is wholly without foundation. I have no more interest in the ' Star ' than the hon. gentleman has. I never had. I took an interest in seeing that it got into the right path, but ns to the postmasters acting as agents for papers, that subject has been discussed ad nauseam. I never when in opposition, took exception to the postmasters acting as agents of newspapers. The hon. gentleman cannot show anything to that effect in the debates that I took part in. I stated last year when the subject was under discussion, and I say it now, that the postmasters all through Canada are at liberty to act as agents for newspapers. They can do so according to their own will and inclination without any interference from the government or from me ; they can act as agent for one paper just as well as for another. If this House reaches the conclusion that no postmaster should act as agent for a newspaper, I am prepared to give effect to that decision, but it will cut all around. At present the postmasters are free to act as agents for newspapers provided it does not interfere with the proper discharge of their duties.

Every minister is supposed to have an organ and the Postmaster General is not going to be behind the others. He has the 'Star' to boom him. In this document he authorizes the postmasters, whether they are Tories or not, to collect subscriptions for the ' Star,' and he says : You are my postmaster ; you have to take subscriptions for the ' Star.'

I think the ' Hansard ' will hear me out about that. This document is hanging in every post office throughout the country, and I want to know what authority the Postmaster General gave the ' 8tar ' to send out these circulars as much as to say to the postmasters : You have to act as agent for that Grit organ rag at Toronto called the Toronto ' Star,' which says it is the best Toronto daily. Everybody knows that since the day it started, the Postmaster General is identified with the ' Star,' and! it has the reputation of being his own personal organ ; not that he owns it, but that he controls it and directs its policy. If the postmasters did not send in the proper number of subscriptions they feel that the Postmaster General would reprimand them. I want the Postmaster General to say if the postmasters throughout Canada have no authority for acting as his agents in canvassing subscriptions for the Toronto ' Star.' I want him to say so publicly.
