Mr. FISHER.

Yes, but we did not require to do it at that time. We have worked out new regulations entirely. The trade only came up last year from Mexico.

There were cattle imported from Mexico before last year. We discussed this question last year somewhat and the danger was then pointed out. I congratulate the department upon having at last taken action in the matter and the medical officer on the new departure he has taken ?

Do I understand that there was practically little or no disease produced by the cattle imported from Mexico and the other side into the Territories ?

There was no outbreak of disease that-we know anything of among the cattle imported from the other side of the line.

Can the hon. gentleman say as much with regard to the horses?

Mi-. FISHER. Not with the same certainty, because there is some discussion with regard to them in the Territories at present.

They' had some severe criticisms of that importation there with regard to mange and other disease.

From the report of the officer there appears to have been none. There was one standard brood mare and six Suffolk sheep imported from the United States.

I see by the Auditor General's Report that he was paid during twelve months at $12.50 a month. What has he been doing during those twelve months ?

My hon. friend must not forget that in addition to the importations there are exports which have to be passed upon by the officer iu charge. There were 57 horses, 1,131 cattle, 3,659 sheep and 64 swine exported fror i Charlottetown, all of

which had to pass under his inspection. My hon. friend would be one of the first to complain if we did not have a quarantine officer at Charlottetown.

Dr. Pethick has been the general officer of the department for Prince Edward Island and has done a great deal of work also in Nova Scotia and elsewhere. These items are for expenses, and, in addition he has a salary of $"00 a year which does not seem to be included in this particular item in the Auditor General's Report. Dr. Pethick does a great deal of travelling on the Island and in .Nova Scotia, and sometimes in New Brunswick and Quebec. He is on the regular staff and does whatever the department may require, wherever he may be sent, though he resides in Prince Edward Island and he would be first called upon for work in that province.

Dr. Pethick, according [DOT] to this item, employed a French interpreter at $1.50 a day for eleven days. What was that interpreter required for ?[DOT]

I am informed that Dr. (Pethick was sent to the Gaspe coast, in Quebec, because of an outbreak of hog cholera. The people there are French and I suppose the interpreter was needed.

It appears in the Prince Edward Island items because Dr. Pethick's residence is in Prince Edward Island.

So, the minister charges against Prince Edward Island and expenses incurred by this officer anywhere in the service of the government ?

I do not know that it matters very much. I have given the reason why it appears under the heading of Prince Edward Island.
