Mr. Henry has acted as clerk of works. It is certainly a great saving to the country to have the work carried on in this way instead of by the methods adopted in the past.

I have already stated that wherever I have had to do with the commencement of any work, my policy has been to employ an architect if there is one in the place. In some places where there is no architect, we have to employ a man to act as foreman.
