The MINISTER OF RAILWAYS AND CANALS.

I make no claim to omniscience or to omnipresence, and I certainly could not be supposed to know that the men were going on to prosecute a work that we had decided we would not continue and for which we obtained no appropriation.

Mr. -BENNETT. There were no applications made by these people from the 1st of July, to the 1st of December, for remuneration ?

What was the date of the first application ?

Not until within a month of this date. The chief engineer tells me they came up about a month ago to ask whether or not there -would be any appropriation in he estimates next year for the carrying out of the work.

Mr. BENNETT.

It seems incredible. These men were paid for a time up to the 1st of July, on monthly estimates I suppose, but then they continued, under the supervision of the government engineer, doing work from the 1st of July, to the close of navigation they never made a claim for it until a month ago when they came to the department and incidentally mentioned this trifling amount of $60,000.

I am informed by the chief engineer that they stated no amount. The only amount mentioned was that one mentioned by the superintending engineer.

Mr. BENNETT.

When did Mr. Rubidge make this report ?

When he was asked for his report in view of the preparation of the estimates.

When Mr. Rubidge was notified by the department that the vote had lapsed was it not his duty to take his staff off ? Did he inform the department that these people were persisting in the work ?

As far as I can see now. I would like to hear what Mr. Rubidge has to say in his own defence. It seems to me that was his duty.

I should think he would be entitled to censure for not doing that.

I should think so.

North channel-forming dam, $56,250.

This is simply throwing this money away. You had better throw the money into the river than put that dam across there. This is a scheme put up by the Gilberts to get work for $56,000. There is no question about that. I would really like to know what this dam is going to be.

The Gilberts have nothing to do with this. Cleveland is the contractor.

Is the dam put there for the purpose of improving this channel that we have been discussing ?
